He earned his B.S. degree in computer and electrical engineering and his M.S. degree in technical management from Johns Hopkins University. He also attended Baltimore Polytechnic Institute.

Ms. Rucker is a program manager for immunization and infectious disease with the National Association of County and City Health Officials. She previously served as a senior advisor on HIV and as bureau chief for harm reduction programs at the Baltimore City Health Department.

She holds a bachelor's degree from Colgate University in Hamilton, New York and an M.P.H. in epidemiology and health education from the University of Michigan-Ann Arbor.

According to BlockShopper.com, there have been 119 home sales in Western Springs during the past 12 months, with a median sales price of $462,500.
